Fluorescent lights are also prone to emitting UV light. During operation, an electrical discharge stimulates gas- neon or mercury vapor in argon. This reaction causes the emission of UV radiation. A protective dye or phosphor coating covering the bulb absorbs the harmful UV bands and allows visible light to pass through.

UV-C rays can affect materials both on a physical and chemical level. With excessive exposure to UV radiation, materials can lose their strength, become less flexible, fade in color, and crack. Some types of material are more susceptible to UV-C than others. UV-C light can affect many synthetic and natural polymers, including neoprene
UV radiation kills bacteria, viruses, and other disease-causing organisms to make the water fit for consumption. How does UV purification work? UV purification requires water to pass through ultraviolet radiation that immobilizes and kills harmful microorganisms. Thus, it purifies the water and makes it hygienically safe for consumption.
TB3000 series containers are made of a special material that does not allow UV to pass through. Avoid metal containers and use opaque or light-shielded polyethylene or polypropylene containers. Also, do not return leftover resin to the original container. It does not let light pass through it, and it appears green in color. This is due to the way in which light interacts with the opaque grass. Visible light is a combination of all of the color

This is lame man terms as how I understand it. Forget UVC thats filtered out before reaching earth. UVB is needed for animals to synthesize calcium. UVA is needed for plants to synthesize. UVA is bordering the visible light spectrum so can penetrate very slightly through some materials. But you need UVB for your tort.
