Which means I don't spend much time in Nuka World these days. On my latest play thru a secret room (presumably from a weapon DLC that added a custom Legendary weapon), I found in the Capsized factory in the glowing sea had the same sort of random garbage when I exited the room, preventing ALL movement.

So then follows 4 more exercises in walking between Fizzy Grilla, Nuka Cade, Cola Cars Arena, The Gauntlet, The Commonwealth, the monorail and sleeping spots. There seems to be no rhyme or reason whatsoever in getting the thing to trigger. And all of this in service of starting 6 fights where you just shoot somebody in their face in the doorway.
I'm writing this post because I found out a way to successfully clear the bottling plant in Nuka Cola world as I know this is a common glitch found by all players across platforms XB/PS/PC. Long post short(er) the task is to clear the internal and external areas of the bottling plant to continue on with the main quest line for Nuka World.
Mines have the ability to make Raiders into better people, and you will need a lot of them. Once you’ve cleared the parks, go visit each of the Raiders. Talk to each and every Raider, then toss a mine at their feet. The mines won’t explode, because you are all friends and the mines know this. Do this until you’ve run out of mines.
Basically I played the dlc until the point where I have to fight Overboss Colter. I picked the squirt gun and everything, I proceeded to the entrence point to the Cars Arena, the door behind me shut and someone shouted "All right!" and that's it, everything stopped. I am stuck between 2 shut doors, Colter is inresponsive and I can't progress the DLC any further. Game files are validated, I
